I am using firefox under VPN .
May I know the reason for that pls?

Paypal knows we are using VPN . so they doing this on purposely

Suggest you try from an alternative browser or wait a few days and try again if possible. If it had anything to do with IP the account would have been limited by now...

So the account had already been limited, guess they were slow in updating you. Common glitch with PayPal unfortunately...

Don't use VPN's they are absolutely no good.

If you want one, buy one off here under the marketplace section. you can get a Fresh IP address for a couple bucks a month
