Creating Stealth EB & PP Account

When creating new stealth EB & PP account, Do I need to have new user account every time before creating, Or I can create as many as on just one user account and then those accounts can be used on different user accounts.

Your just going to link them all from the start if you dont keep the cookies separate for creation.

I have many user accounts now on my computer, and I still need to create some more eb/pp accounts. Is there any other way of creating eb/pp accnts instead creating a user account on computer. Because I am thinking to be seller of eb/pp accounts.
