of course they do not check on registration , why would they if most accounts are suspended anyway? the check is done by adyen and they do not do mass suspensions only because info was wrong but ask for more info , you can read their documentation on how it works

everyone is given the same selling limits on a new account even if states a high limit the actual limit is still low and as soon as it is exceeded account is restricted or suspended

Thats really not the case

There are still a wide range of limits being given out to accounts when getting registered and listing an item

When the account is converted into a seller account (eg first listing created), the registered information used determines the selling limits. Real information will get higher selling limits than fictitious (stealth) information.
