A solution
Can always ring o2 and get them to change your dynamic IP to a static one, cost £5 a month, but guarantees a new IP and location too.
The thing with the o2 dynamic IP is that it is assigned to your your mac number on your router, and although it is supposed to change, the majority of them are sticky, from what I have learnt, also you cannot force a change with them.
Another option, if you get through to the right person,ask them to reset your IP from the server. Might help, but I doubt it.
Why pay for a dongle etc when you can just pay £5 and have it changed, if that IP gets suspended go back to dynamic, all you lost is a fiver, its not on contract, just month to month.
