Yes you are right, the only way to reset this is to call them and ask them to change the ip address.
It would be best to think of a reason for the change, I wouldnt ever say "well I am banned on a site because of this ip and I want to get back on"
I would probably say "it appears that the ip address I currently have has been recycled and I am having problems when trying to register with a website, I would like to change the ip and see if the problem persists"
Also you will have to persevere and get the right techie to do this. Some are not very good and wont have much of an idea of how to do this, but other techies will recognise this straight away and change the ip.
Also think for the future to change your provider when the contract ends. A dynamic ip provider that changes everytime you switch the router off is so much more convenient.
