Moneybooker for ebay uk and ie

I am new to this forum however been trading on ebay and paypal for over 4 years, until paypal decided to limit my account for 180 day.
We are fully verified and business account holder 1000's of feedback on different ebay account, gave them alot of business and they just turned and said your account is limited, 180 days but whats more irritating is that they can not tell me why.
We speak to Business Support but cant speak to the department that actually put the limits on accounts. All we get is automated replies or no replies at all.
They put reserves on our account and then rolling reserves 10% daily funds received which can be withdrawn every 120 days
And then with no reason or issue, they decide to limit account and close it after 180 days. So unable to trade on ebay UK or ebay IE since.
Anyway, we have since opened a merhant account with moneybookers, verifed, but was under the impression we could use it with ebay UK and ebay Ireland.
However, after opening a sperate account for ebay with moneybookers, they emailed me to say Moneybookers can only be used with EBAY.COM ebay USA
So I would have to list on ebay.com accept payment in Dollers. then these will converted into UK pounds, charge 1.99% fee in addition to the normal fee they apply to for each transaction.
However having found this forum I see people are using moneybookers for ebay UK which I dont understand how is this possible and would appreciate if someone can explain how its done.
We can not accept paypal so how is it possible to sell on ebay with moneybookers and no paypal.
Also we use to list items on ebay.ie for irish customers only so they prices and payments were in euros, having spoken with moneybookers we also opened a account in euros.
Having spoken to ebay they dont seem to have an idea and refer me to this page
"eBay requires all sellers listing on eBay.co.uk and eBay.ie to accept PayPal in their listings with the exception of listings in the categories of cars, motorcycles, aircraft, boats, caravans, trailers, trucks (commercials), services and property categories. Sellers listing on eBay.ie are currently exempt from this requirement, but must offer PayPal in their listings if they wish them to appear in search on eBay.co.uk or eBay.ie. In most cases, other additional payments options, which are currently permitted onsite, may also be provided.
Sellers who list in certain categories or transactions may additionally be required to offer PayPal as the only payment method offered on a listing, and this will be messaged accordingly within the listing flows.

Another question here is
Is it possible to sell on ebay.ie without paypal
Any help would b greatly appreciated
