I received the same message
I upgraded, then I was immediately advised that I had reached the limit of my listings allowance & to phone an 0845 number. Did that & was told that as I had reached my transaction limits I had to wait for 90 days before getting them raised.
Can't reapply to have them raised until the end of the year. In the mean time I can't list anything else on that account.

same happened to me long while back, best thing that ever happened to that particular account, really doing well.

just goto ebay accounts tab and upgrade it no problem at all you will have no issue even on stealth acc
