paypal has a banking licence is europe (lux) and therefore is regulated by its banking law. In US it has not got banking status. I am pretty sure that is why we have so much ID stuff hit us in UK and need bank attached to pp to be verified....

regular DL is known to pass, passport is ok too. I would avoid provisional.
