yes it is just a normal card, gets sent to your address, you can add to paypal

There's a minimum spend of £5 per transaction so adding to a paypal account may get a bit expensive.

If I read it right you can send them as gift cards to friends, perhaps a way around that particular problem?

the neo? as opposed to the ukash voucher? voucher address can be changed, but if you read the neo can, then excellent.
