I am just wondering if it is possible for my partner who lives at the same address as me to open up and ebay business seller account without any issues?
Please bear in mind about 5 years ago I go permanently banned for life at this address.

There is no reason if her name is different to yours. If she has the same name it's quite possible they will connect you although if you've not had an account or used your current address at any time during those 5 years you might be ok.
Was the paypal account suspended too?
If you are requested to call ebay ensure your partner tells them she is not connected to you and the same name is coincidence

We both have the same last name and lived at the same address as when I got banned...
However she has got a separate Paypal account which is active and been active for years

Its problematic.
Same IP still being used? Change that, and it will help.
Why not just open a Stealth account and be done with those worries?

I agree with Greenbean. By doing this, your partner is putting a PayPal account that is aged at risk. It would be better if they used a new address.
If the names were totally different and the IP was also different, then maybe it would have a chance of working as your partner could say they had no idea who you are, maybe a former tenant or something. But same last name and same address is problematic.

same last name? then she is your wife, right? why do people interchange with partner and spouse (partner is inferior status)....
real identity is valuable, we all have found out after the fact when banned....needs protecting. Same last name and address seems dicey, keep seperate.

Your better of buying an account off this forum than messing around with a genuine account (your wife's, spouses, thai mail order).
Quick tip: learn stealth, make sure not to link the stealth account with your partners, as that has probably already been linked with your suspended account, i.e. make sure IP is distinct.

Did you speak to the seller?
Worth noting documents dont have a 100% success rate. If one has failed, try a different seller, maybe one who is more reputable. Theres many to choose from.

Even if she gets initially banned she can present ID documentation and Ebay have no way to 100% confirm she is married to the banned seller.
Imagine if their name is Smith.
At any rate it might be worth a try before doing stealth properly

If someone in your family has no ebay account open one in their name using all their real details and then you could even pass the Electoral Roll check with no documents.
There are varied options before needing to buy an account.

And just out of curiosity- have you tried to open an account under your genuine details again?
As its been 5 years since you lost that account you might get away with a new one going undetected for some time.
Over the last 13 years I've had at least 5 account using my and my wifes genuine details and in the best case the account lasted several years.
Ebay may catch on eventually but you have nothing to lose by trying although its important to remember that every Paypal account costs a new bank account so if you don't have additional bank accounts ( savings accounts , individual , joint) then you'll need to work things out.
I find the most difficult things to acquire are fresh credit cards and bank accounts that I don't want to pay for

OP needs to check his own selling practices and what caused suspensions in the first instance.

Bottom line is, your previous account got suspended. Your stealth got suspended. You want to use your partners account? It too will be suspended if you continue to do what your doing now.

When I opened a new paypal account after the last one was limited I was advised to use a new ebay account too.
I didn't.
That was months ago.
I accept that they might catch up at some point but if you get months use out of an account and don't follow your instructions that's good enough to make your assessment of certain things not working wrong.
So saying "this does not work" isn't good enough.
You could add "in my experience" which would make the statement accurate.
