currently overseas for a long period of time but need to create a new paypal.

could i do this completely online without the need of going to the bank.

i have access to halifax and santander right now. could i open some kind of account with those two online and crank up a new paypal?

Very likely but you would need to be extremely mindful about accessing your online bank from an overseas IP address.

Current is the easiest option but fees involved

You can open a Halifax online saver and get account number and sort code instantly as you already have a halifax account, just needs £1 to start it up.

It is on the 'OK' list and I have never had problems form multiple basics and multiple savers over the last few years.
