I have a home broadband and I have a dongle with lot of data on it. So, I am wondering if there is a way I could use my dongle data on my smartphone while my home broadband is shut off.
If there is a way around it, then I could be saving up to £60/Month
Note, my smartphone is Currently not connected to any phone network

Im not sure what your question is.
Are you unsure how to connect to the internet?
If so most phones are like this: Click on settings, then click WIFI and make sure it is on. It should be automatic from that point if the broadband is off. If your broadband is on or you have multiple options available, select whatever internet service you want to connect to.

If the dongle isn't wifi (mifi), you could do what "muzzie" said, and place the sim card into the phone, but if that doesn't work the phone as to be ROOTED, and you'll need an Micro USB OTG To USB Adapter.

OTG cable with micro USB adaptor on the end (thats if you have a samsung style phone). have a look on ebay they're pretty cheap. not sure about other phones though
