Agreed with the above two posts.

Just to add, dont be sceptical about annual subscriptions as they give you a new fresh ip for a very small fee in case your account is suspended.

So with the Dedicated Fresh plan, a "fresh IP" is generated each time you log on or what?

You are given a dedicated static IP that only you can use that has never before been used with eBay or PayPal
