Paypal Problem! Please explain

I have added a new bank account with stealth paypal. On second withdraw received this message from paypal - Your bank has let us know that you can’t use your bank account ending in 7463to fund PayPal payments. If you already have a card linked to your PayPal account, we’ll use it to fund your future payments.

can anyone please explain this mean? is it mean that i cant withdraw in this bank account?

It means you've added a bank account (presumably a saver) that does not have a direct debit facility.

So long as the bank is still attached to Paypal then you can withdraw to it.

You would never want to use a bank account to funds payments anyway as it would reveal the real name on the account.
