I have a time waster bought a car off me on eBay and if I click cancel order
Will I get my fees back

That's how it works.
just make sure to specify that it was the seller who request the order be cancelled otherwise it will count as a defect against you.

My bad - yes make sure to specify the BUYER as the party requesting this item to be cancelled.
