does ebay link accounts based on same ip address alone? considering all other things are different from suspended account (name, ebay address, paypal address)

IP link is considered a minor link. Account should not get suspended by that link alone... if other factors come into play plus IP you might have troubles.

To give a clear and concise answer, eBay does not link accounts solely by a common IP.

If you use IP that wasn't restricted before they obviously won't restrict your account just because you have 2 accounts on the same IP, there is more factors at play.

IP alone is a tenuous link. Accounts can't be linked through that alone.

In addition to what others have said, just don't go using multiple stealth accounts under the same IP. It's still a factor for linking, albeit not so strong.
