1. Datacenter IP range
2. Open ports typical for a proxy server, e.g. 8080, 3128 etc
3. An IP address known as a VPN/Proxy server.
4. Your real IP leaked through WebRTC plugin

The first thing I would make is to go here and pass the test. If the reason was #2 or #4, it will show it.
Reason #1 is actually the least likely because many people get away with DC range IPs on PayPal.
