I think a friend of mine will suffer very soon because of my home internet.
He was surfing the web and he accidentally logged in his own Paypal account to purchase an online item but before he made the payment, he realised that he was using my home internet same IP address I was using before unfairly got limited, he then logged out and logged back in using his sim data and completed the transaction as normal.

Now, he is worried that he will be linked to my limited Paypal account and he will get limited too since he used my IP address, any idea guys!

His account will be fine. If eBay/PayPal limits an account, they only limit linked accounts. Accounts are linked based on numerous factors. Someone else using your internet (same IP) usually isn't enough. If he was selling the same items as you etc. then that would be another matter, I doubt that's the case though.
