Someone suggested he buys a VCC,as like you said he has no cc or bank attached to his Paypal account.
then someone said the VCC must have AVS so Paypal can confirm his physical address.
But looks like his problem has gone away.

Hello where was this said on?

And if possible to post link of that thread if allowed.

Thanks.

Not sure if it’s F&F causing the problem because for some people it’s working and others not.

I can't see any comment on this thread about F&F before the OP brought it up, which was after Ebayorbust's last post in the thread.
And what's up with your weird obsession with sax4? Is it that he has correctly pointed out that a large number of your posts are garbage?

It would appear that this only happens with friends and family payments. Honestly that makes perfect sense, since actual scammers will virtually always ask for payment to be sent this way to avoid a 21 day hold.

It's not the lack of verification causing this in my experience. Almost all of my accounts are unverified and I never get this when sending between them, even the newer ones, but I was shocked the first time that I saw it when trying to send to somebody else's account a few months ago, and it then happened a few more times when trying to send to other people's accounts.

I only ever got this when trying to send friends and family payments, not goods and services; if I then switched to goods and services but stopped just before actually hitting the final send button, I didn't get any error with those same people, so it seems to be F&F only. The last guy that it happened to me with, he claimed that it was my account and not his that was the issue, despite the fact PayPal said that it's his account that is the issue and despite the fact that I have never experienced this sending to my own accounts lol. I just laughed.

Oh, and once you get this, don't try bypassing this by sending smaller amounts or your payment is likely to just get held for a 24 hour review. I speak from experience there.

Re: PayPal We’ve stopped this payment to keep you safe

Do you have vcc with AVS or bank account attached onto your PayPal accounts?

I have bought a vcc few days ago and im trying that method out first just to make sure if that’s causing it but not sure if it’s got AVS enabled on vcc I have asked makavi94 if AVS was enabled on his vcc and will update on that soon.

Using G&S on a new stealth account won’t this just make a new account receive limits and PayPal will ask for valid ID?

Because I had someone tried sending with G&S cause F&F won’t working for them and I told my customer to try sending payment with G&S and it worked but I received a limitation from PayPal asking for ID straight after that G&S payment came through.

Thanks.

Re: PayPal We’ve stopped this payment to keep you safe

The VCC is irrelevant for this (F&F) issue as well as that (G&S) issue as neither are caused by the VCC or lack thereof.

If the G&S issue were universal, that would be absolutely disastrous for PayPal as that is where most of their business comes from and having to send in ID after receiving the first payment would certainly put many people off using them again. Admittedly, it's a very new issue, and a very stupid one at that, but no it isn't universal. It's very similar to the eBay restrictions upon listing or even just registering in being very common but not universal.

I sent you a PM with further information.

WARNING

Please provide citatable evidence for this being the case in the UK.

they always do things 'to keep us safe'. Bull. I think both ways can cause a restriction, both F&F and product purchases

From my experience, it's completely random. Some people who haven't logged on PayPal for months can log in and send first time no problem, others who use it almost daily can not send anything. They're probably trying to work out an algorithm or something.

Nothing feels completely "random" - there's has to be some sort of flags/algorithm security thinking tripped...
