It's not the lack of verification causing this in my experience. Almost all of my accounts are unverified and I never get this when sending between them, even the newer ones, but I was shocked the first time that I saw it when trying to send to somebody else's account a few months ago, and it then happened a few more times when trying to send to other people's accounts.

The last guy that it happened to me with, he claimed that it was my account and not his that was the issue, despite the fact PayPal said that it's his account that is the issue and despite the fact that I have never experienced this sending to my own accounts lol. I just laughed.

Oh, and once you get this, don't try bypassing this by sending smaller amounts or your payment is likely to just get held for a 24 hour review. I speak from experience there.

Do you have vcc with AVS or bank account attached onto your PayPal accounts?

I have bought a vcc few days ago and im trying that method out first just to make sure if that’s causing it but not sure if it’s got AVS enabled on vcc I have asked makavi94 if AVS was enabled on his vcc and will update on that soon.

Using G&S on a new stealth account won’t this just make a new account receive limits and PayPal will ask for valid ID?

Because I had someone tried sending with G&S cause F&F won’t working for them and I told my customer to try sending payment with G&S and it worked but I received a limitation from PayPal asking for ID straight after that G&S payment came through.

The VCC is irrelevant for this (F&F) issue as well as that (G&S) issue as neither are caused by the VCC or lack thereof.

If the G&S issue were universal, that would be absolutely disastrous for PayPal as that is where most of their business comes from and having to send in ID after receiving the first payment would certainly put many people off using them again. Admittedly, it's a very new issue, and a very stupid one at that, but no it isn't universal. It's very similar to the eBay restrictions upon listing or even just registering in being very common but not universal.

Nothing feels completely "random" - there's has to be some sort of flags/algorithm security thinking tripped...
