Paypal Limited Account Access RXI128 business license? Please Help!!

I got a limitation today from Paypal, but Ebay still working.
What they want:

A copy of my invoices

Vendor/Supplier information

Proof of posting/delivery if items to buyers

Provide a copy of your.Fax information about your business.

They are asking for usual stuff no problems, but they are also asking for my business license!!!

How can i get a business license ???

Has anybody dealt with this before?

just register a company and register it with HM rev department also what you are selling are you selling any thing which require licence ??
