Help with VIRTUAL TERMINAL

Can someone explain how to 100% get VT??

I had VT on my real account until i got shut down on Ebay and Paypal. Back then it was just given to me.

I have tried applying for one initially when i opened my stealth account and 9 months later...but i have been denied this service.

So what i want to know, is the application based on some sort of credit file or score or something or do you have to be limited or something???
