Hi all,
How's it going? What new?
Have had this problem today. Any advice most appreciated. I have a number of old PP accounts. Well, stealth PP accounts, that I created and kept aside. Re-visited today, wanting to add the new bank accounts I got.
Problem!!! I try to add, as in input sort code and account number. Then, click to continue. It challenges me, asking for answers to the 2 security questions. I key answers in. Then, get the error as indicated in subject line.

I get the same error with different old PP accounts that I want to bring into use. I use different IP addresses, different dongles even. I also use different OS instances, i.e. some XP, some Windows 7.
Suggestions?

Hmm I would wait 24 hours - possibly a glitch since you have tried a few different ways...but you do successfully log INTO the account, correct?

Yes.
Log in to account OK. Then, Profile --> My Money. Then, Add bank. Input sort code and account number. Click "add bank account". It goes to the page that asks the two security questions. Input answers. Click to continue. This is where the error comes in.

So, here's an update.
I created two new PP accounts.
First one, I left it, then came back to it a few hours later. This means, I had to log in again. So, logged in, tried to add bank account, it asked for the two security questions, gave me the same error.
Second one, I created the PP account, did the usual verify e-mail and stuff. Then, added bank account. This time, I was not asked for the security questions. The bank account added OK. Nice! I left it. Will do DD code later. Will link with eBay much later.
Lol. What a joke. Just adding a new bank account to a PP account can be such a pain.
Even the owner of Nasty Gal said that PP is a nightmare. A real nightmare!!!

...you didnt try the same bank account with both accounts, did you?

Nope.
Btw, withdrawals as well. Try making a withdrawal. If you're challenged for the security questions, withdrawal will fail. I called up PP and got it manually sorted.
So, seems to be a bug.
A pain. Everyone here knows I do sports stuff, e.g. a lot of golf. We are coming to spring/summer. Golfing time. But PP is acting up. A joke I tell you.
Anyway, calling up gets it sorted.

I want to make sure i have all the relevant stealth info to hand when i call. ive been at this for days now, trying to add a bank account so I can access my pp money. at the moment all its good for is buying other goods - which, for me, sort of defeats the purpose of having an ebay account.

Exactly the same message you put in your first post. I've tried it this morning too and same message appears every time. I out in the new bank account details, then it asks me to verify the cc details - which is a vcc. I input the cc number then it comes up with the message

There has been a glitch with both ebay/paypal.
Users are having hassles in the following areas:
these paypal issues.
and on ebay
not able to list or amend listings.

That's fine, that's correct. Mine are old-ish (6 months) PP accounts that I created and kept aside. No VCC added yet. I usually add bank account, verify code, then do VCC like a fortnight later. Lol, but can't even add bank account now. PP is wonderful!!! Lol. Thankfully, I have a few EB/PP spares.
Anyway, one alternative is to created a new PP account. Then, straight away, add your bank account. This works. If you do it later, i.e. login in later to add bank account, you will get the questions and then get the same resulting error.
Yup, calling works. Have the usual data at hand. E-mail address, postal address, telephone number, DoB (important to get this right), etc. I always call from the telephone number that I put on the PP account. I feel that this is important.
Hope this helps. Or, maybe wait for a few weeks before trying again. I read on PP forum that this is a know issue and might takes weeks (google the error message + PayPal).

Basically, you can't add a bank account and you can't make withdrawals. I never put in funds with bank account. I am sure most of you are the same. However, we withdraw to a bank account.
This means..... PP is trying to block withdrawals. I am guessing that they have a cashflow problem, so have this "error" in place to prevent withdrawals.
There is no other reason why this is taking so long (2 weeks or so now!) to rectify. When you remove all impossibles, whatever remains, however improbable, must be the truth.
