No you need to sign up as normal.
But always make sure you have enough funds in your paypal for fees or pay fees in advance with a Vcc so paypal don't dip into your bank account.

If the Bank Account doesn't have an overdraft option then surely PayPal can't take out any funds if there's no funds on the account
