My question is - has enough time elapsed where we'd be ok entering the blocked owner's name for our current company when registering for ebay's new payment system.

I was previously blocked and use all real info. But, I did move to another state so there is a lot of new info I was able to use.
eBay never had my social security number before. I had to give it for managed payments
