List a random gift card for a $100 with nothing on it, and will we most likely never get a invite? Or do you think you actually have to have sold at least one in that category.

Both of my eBay account selling these categories so if you don't wanna get mp payments I would say go for it.. I think when he cell in these categories eBay bots flag your account for not selling or being eligible at this time for manage payments.
Doesn't sound like paypal is being removed anytime soon.
They cant remove it before Managed payments is FULLY implemented for ALL ebay accounts - and that should take a few years at best.
So seems like the simple solution to avoid having to enroll in Managed Payments until that time would be to have one small auction always running for a $2 discount 'coupon' for some obscure service. Price it higher than the face value so it is never bought and is always running.
PayPal won't be removed until 2023 but I'm hoping that eBay isn't going to require everyone to ID the accounts to continue selling. That's the only thing i'm worried about.
I think listing is the way to go but keep yourself updated with that list. Sold items are not forbidden anymore. Forbidden items list changes time to time.

Or is listing and never selling the item enough to not get flagged for MP
