yes you can create accounts at same address but they are not stealth and if one goes they all will.

selling a generic item like a usb micro charger will not get you in trouble but soon as you start typing in brands with it then issues can arise

Not accurate.

It's exposing an account to being looked at by ebay.

Preferable to allow natural growth rather than push limits when an account is new.

This is proven by experienced sellers.
