Why not use the VPN vouched for by dozens of forum members? It's a little on the expensive side I know, but you get what you pay for!

Youll always get what you pay for.
If you sign up for the open public service with multiple location you can be sure those are all blacklisted IP addresses. if you get a Dedicated IP address its better. The best though would be a Dedicated IP address with a guarantee that it is also fresh (non recycyled).

i already had purchased it and started an account on it before i saw that some vpn's were bad news. i use the paid service.
