Default Reinstatement Email, Scam?

I assume this is a scam email, but just wanted to make sure. Thanks for the help. I put * in where the ebay account was, but it was accurate of the ebay account. And my name was correct.
Hi ***********,

I have good news for you. Your ebay account *****, was reviewed, and we have removed your selling restriction which was preventing you from selling on ebay. We invite you to come back to ebay and want you to scale your business as you prepare for sales this holiday season for 2016.
I do need you to list 5 or more items for sale now to test that the restriction removal was successful. Once you list, please email me, and if you get it done before Friday, September 2nd by end of business day PST, then I can add a promo for you for a free basic store for 3 months. Get it done today and I will also add for you Selling Manager Pro to your ebay account Free for Life. Let me know by the end of today that you have listed, then I will review your listings, and send you some best practices to help jumpstart your sales as we all get prepared for Q4.
Let me know once you have listed. Happy selling and welcome back to the world’s largest store!
Warm Regards,

Happened to tens of thousands of people the past few months. I bet my small sellers have had more than 100 of these. It is as real as it gets.

You most likely have a small unpaid balance to clear up first. Call them up.

Very interesting these are now spoofed.

In the future, check the email address. It will always be ebay.com/etc...... never any other address.

I did not even notice your email had a cell number or even a phone number at all.. I should have read it because all ebay messages will require you to log in unless you have a large account with an ebay rep.

I tried messaging you directly but got this message. Any help would be great!

Sorry, you can only send messages to the Marketplace Sellers group until you have 10 posts.

Did you get an ebay message as well? Like in your inbox? I didn't and when I called the guy I talked to said I would have received a message in my inbox if it was true.

Someone got it and used it to scam and now its just gotten around. It was based of a real re-activation. I got 1 account reactivated myself and now works fine. So at one point these were legit

Ditto, my email did not say anything about free store, etc. Just new rules would make me eligible.
