Easy Merchant Account - Anywhere?

Does anyone know any countries where it is easy to set up a merchant account for people with bad credit?

Merchant accounts usually take some form of ID but that being said I wish I could help - you are based in UK? Or elsewhere (I see your flag, that's why I am asking to make sure)?

I am UK Based but I am willing to open anywhere.
