No, just the opposite. If you sell relatively inexpensive stuff, just leave $100 or so in there to cover chargebacks...so your account doesn't go negative.

But if you seldom get chargebacks, just drain it if you want.

I think your missing the gist.

The reason why you're leaving funds in the account, is to ensure, should there ever be a charge back, your balance doesn't fall into negative.

Your goal isn't to do a fast one on PayPal, but rather solve outstanding issues, so you can build your account up and use it for the foreseeable future.

Draining it out completely, leaving it negative arrears, outstanding chargebacks, disputes etc, will result in you losing the account, and then you'll have to start the entire process from scratch, again.
