21 day holds are how PayPal protects themselves from fraud. Even an older account that has had no sales activity for more than 6 months is subject to the 21 day holds. Here is why: If they had no holds, anyone could set up a PayPal account, sell a few thousand dollars worth of stuff on eBay, cash out and not deliver anything.
The 21 day holds do not usually last very long. Once they see that you are delivering merchandise and your customers are happy AND you have some sales, of course, then they go away. It is not always 25 items and 90 days, it CAN be sooner than that. There are no guarantees of course.
The only way I know of to remove them sooner is to give them an SSN. If you do that and request the holds be removed, they will run your credit report and if you have a good credit history, they will remove the holds. But there are no guarantees with that, either.
