My issue now resolved after calling Paypal USA limitations phase 2 department!!
I managed to withdraw my money finally.
And no ID was needed!! :d:d

No it's not about my limitation. I think this is a general error by paypal.

I now cannot withdraw money to my bank account, because there is error from paypal side. I called paypal Ireland, but they said they want valid photo ID! I already tried to provide some ID, but they...

I just tested it - when adding a credit card to withdraw money doesn't work and gives a error, but when adding a bank account it works and no error.
So it is paypal security system that is blocking...
