So I did a test with the following:
1. Windows XP
2. 2GB Ram
3. 30GB HDD
4. Adobe Photoshop CS4 Portable

Opened in seconds without problems.

1. How much CPU you have allocated to the VMWare
2. How much RAM you have allocated to the VMWare
3. Which version of Photoshop you go with, perhaps an older...
