maybe try calling paypal again, you get all kinds of reps with different answers on the phone. someone may just help you.

have you not got anoher bank you can use?
like Natwest, barclays, RBS or Halifax?
its only disabled for that one account number. It usually happens when you add the bank account to soon after...
