So, worst case scenario is he has to return the item for a refund. Then chargeback. I never heard of a country that VISA/MASTERCARD/AMEX does not have chargebacks.

So, this is what to expect. Win the case and then get a chargeback and loose or have money held for 180 days or more.

Call paypal and see if they can close the case over the phone.
If they feel it is buyers remorse, or the buyer has a history of doing this then they will close it for...
