There's no magic thing to say to them to get it restored..
You have to get creative and come up with reasons why you don't have what they're asking for.. Sometimes you won't get it restored the...

I don't think he's talking about the 200/20k tax limit. Because he mentioned he's being asked for ID as well. Sounds like a paypal limitation nothing to do with the SSN tax limit

Not really, I've gotten an account restored before where they were asking for SSN and ID.
And several other accounts that they were just asking for ID restored. By calling in, it's not easy though...
