I did have many accts banned permanently after sending some random picts. My point is, at least send something even when you have no hope on your limited acct.

They scan the title of payments coming from ebay. If you use the same title, it could link you to a suspended paypal acct.

Yes, it is a chinese paypal. But I think the point is not the country but the chance that some paypal staff may not even look at the documents before making decision. Or maybe just think for less...
