I have had this happen to me before. The amount can be $5 or $500, it makes no difference. PayPal has some indication that the buyer's account may have been compromised and are doing what they said - investigating what happened.
Criminals buy and sell PayPal accounts online just like they do credit cards. There was a HUGE article about it in the NY Times. That is why I only ship to the confirmed address supplied by PayPal. I used to let it go if a buyer emailed me about the item being a gift and please send to an alternate address, but no more. I tell the buyer - in a nice way - that they need to add the address to their PayPal account as that is PayPal's rule. Most don't object.
