Lost in the dark with PP and EB

I've recently gotten suspended by EB indefinitely (MC021) for an item that my former business partner listed and caused chaos on me. In addition to multiple i5s in which EB is convinced to be ⊗⊗⊗⊗.
(yeah, really dumb move, i know. sadly i knew nothing of stealth at the time)

Unfortunately, I knew NOTHING about eBay Stealth at the time......

so, what got banned on EB an PP was my actual address and info.
I was lucky enough to remove my bank account and cc from pp before that got limited (heavily limited) as well.

I read through the eBay Stealth Book (mostly first few sections)

All that I want to do, is somehow be able to shop on eBay again.
(I'm not an eBay seller for the most part, only odd items from time to time)

But how would I do this using a prepaid cc? do I like have to charge it $100 constantly? or can i somehow acquire an actual plastic cc that i can use?

I spend on average about $200-800 per month shopping on EB; so i really don't want to have to spend money getting any additional services. (often items are over $200-300)

What should I do in my case? The book mostly provides information for sellers, but as for buyers I'm quite lost in the dark, how should i make my payments for purchases?

Note: I live in Canada; but extremely close to the border with frequent trips there as well.
