Banks in the US are very good about not giving out your personal information. However, there are exceptions to this. If a court issues a subpoena, the bank must comply and give them what they ask for. If eBay/PayPal suspects fraud, they could contact your bank. How much information would be shared depends on the circumstances. I am not an expert in this, but I know that there ARE rules they follow in those situations. And law enforcement can usually get whatever they want as long as they tell your bank the information is needed for an open investigation.
So, you are pretty well protected from eBay/PayPal or other private companies. If you have an open matter in court, you will most likely know about it. And if law enforcement is looking that closely at you, well... you should probably not be doing whatever it is you are doing.
