No it's not, but i sell digital good's, and paypal like's to limit me ALOT ..
Mail out a thank you letter with tracking , for each , just use something like a Kraft 6.5 X 10 small bubble mailer , create a thank you note, some advertising if u have a website or give discounts on eBay for return customers, or whatever
The point is if u can pay the $1.93 postage that comes with tracking and can be printed right on eBay and uploaded automatically, your funds will be available within 7'days instead of 21
Just send this with domestic orders if you sell global
Ship the item with tracking number when buyer received it your money will be available.

Here in the UK I found that a tracking number would reduce the waiting time but I certainly didn't get the funds when the item was delivered.
Which isn't surprising as that would require Paypal to have an automatic system linking all the delivery companies so that that they were alerted when something was delivered.
In the early days of a paypal account buyer satisfaction is the most important thing but its not something we get the instant an item is delivered.
At one time paypal did release funds once feedback was received but I think that was also ended
Agree with Stuartalex I also remember on eBay once you got positive feedback or uploaded tracking no and item showed as delivered PayPal would release funds. Now this option does not exist. Maybe it's different in the states
When it's marked delivered, three days after its delivered funds are released
Hey Shark I've noticed that they'll keep reducing the estimated funds availability once you go through the process of delivering the item and the customer giving feedback but it's a big pain in the ass even waiting a week sometimes 2 weeks for certain items especially if there not big ticket item it keep defeat the purpose of a lot of peoples business plans or strategies.
I don't call them ever or the bay but saw there was a message the other day about them being separate companies and the bs with fees now for 1 n 3 day r kiling me
I love how people assume there's a fix, or workaround, or some special something that will magically make the 21 day holds go away.....Why can't people just ship quick, provide excellent service and 3 days after the item arrives....the money will be released, it's that simple.

Unfortunately, thats not always the case. I ship and provide tracking instantly as well as respond to every messages within 30min but recently they started holding my Payments again for 21 days. While tracking reduce it, it does not solve it entirely and excellent service itself is not a guarantee that you wont receive a dsr or bad feedback.
I think, the more return request you get, the less reserve you keep in your PP account and your eBay account health are red flags to trigger the hold in PayPal.
A buyer once gave me a negative feedback because I described the item as faulty and when he received the item, it was faulty. Good God. I got it removed by ebay.
Moneys are available instantly if the proper tracking number is given. When they see that the item was delivered - they remove the hold. The other way is to sell for 3 months. But anyway, the hold can return, if there were issues with your sales, even if the account is old.
All of my accounts were dropping the 21 day hold after around 1-2 weeks, were only holding upto £150 and after that initial amount it went. Last weekend they've started holding everything again on 15-16 accounts? All 1-2 months old, just don't get why it dropped it on all of them and then started it again
