This is happening a lot more now.
It's means a security flag has been tripped and if you recently changed your # or use a VOIP or Google Voice you are not passing it easily without calling in. If you call in they will ask you the security questions, which if you don't pass, they won't let you proceed.
This is the new type of limitation. I have a few PayPal's in the same situsation, and even after several weeks it doesn't seem to go away. The only phone numbers they will accept seem to be REAL cell phones from the "big 4" carriers: Verizon, AT&T, T-Mobile, and Sprint. I was told this once by a rep. I have yet to try a prepaid yet, however. It can't seem to pass the CNAM check anyway- will always say "this phone number isn't in your name" error.
