I just bought a PayPal VCC for $11.99 and successfully verified my Netherlands PayPal account. "e2free" was fast to response and everything went smoothly. Step by step to how get your PayPal account verified:
1. PM e2free and ask for method of transferring money and availability of service

3. Verify your VCC by requesting 4 digit confirmation from PayPal
