Payoneer not assign to amazon

If my account payoneer not assign yet to amazon account .
But the amazon account is banned.

I can still use the payoneer account assign to new amazon account ?

The new amazon account is Fresh IP , address, email , credit card , name .

If i create 3-4 amazon seller accounts ( VPS ) . How i can take the payments ?

I can use my payoneer for 1 account but what about the others ? Have any idea ?
