It's normal, but you might fail for several reaaons :
- your IP might been used before to create an Amazon account, as VPS IPs are likely re-assigned, so there is such chance, especially that lots of people make stealth accounts on Amazon as US based, and I really don't get it as you've honestly got a wide list of countries ( including vietnam ) to register from.
- your phone number isn't US based ( they won't tell you that they take such thing in consideration, but tecnically they do ), or it's not dedicated phone number and just another re-assigned virtual phone number that might been used before on Amazon as well.
- your bill wouldn't be printed in a good way.
I advice you to change your address in the legal entity and business address to a local address, change your phone number also to a local one, get a local bill in editable pdf or edit its address using photoshop to match the address on Amazon, print the edited file on a laser printer and scan it again, and then send it to the mentioned email and write to them a notice within the message clearing that you've moved to a new country and you've changed your address in the account due to this movement, and the most important thing is to use a connection with your Residential IP address ( you can use your 4G mobile data with a usb stick ) and not a VPS, also make sure to leave few days between their message and these changes.
