Anyone ever have any trouble getting approved for the "Approval Neccesary categories" on amazon?

I think the small print basically says "we are not accepting applications at this time" most of the time. I guess I don't know for all categories, but applying seems like a waste of time unless you have a storefront or are a big merchant.
