Chinese sellers do not use US FBA for the same reason we do not,they cannot justify FBA,with the Chinese currency depreciating vis a vis US $,IT JUST COST too much.

the Chinese merchandise in AMZN FBA warehouse,whose accounts are they?
US importers/distributors/ecommerce retailers or Chinese from China?
If I were a wholesaler importing Chinese goods ,AMZN FBA is one way to have someone manage my inventory and shipping,but for a Chinese company to have AMZN FBA,it could be competing with its US customers,you know many are making goods for their US customers,US customers come to them with the design and they make them,and with their labels.
I know a SE Asian company which has a factory to make porcelain goods,flower pots,figurines ,plates in China.
It has a major customer which buy a lot from them and attend trade shows around the world,one of their customers is Home Depot.
When this company wants to diversify,and attend trade shows ,its major customer warn him NO,if he does,it would cancel the contract,and he cant afford to lose this major customer.
Can you name some Chinese companies in China which use AMZN FBA??

Alibaba also have something similar to AMZN FBA.
ALI and AMZN are competing hard in Middle East

THEY may still be able to beat your price though.
what is your domestic shipping charge for 2 ounces USPS first class,with Ebay fvf ON shipping,you would have to charge at least $3 US .
$3 US comes to almost $21 Chinese .
They can ask $5 -$6 US and offer free shipping and make money,can you ask $5-$6 with free shipping and be happy??

They dont have to charge 99 cents and free shipping,allthey have to do is beat your price.
