Both are fine

If you're creating a shop go with hotspot

If you are just managing shops go with the more convenient option of a static VPN

Hmm.. both are good for different things.
Hotspot uses a limited number of IP in the pool and most likely were used by other people already.

VPN depending on the company is really good since you can get a fresh and Dedicated IP number. Not many has this.

The one I use is IPBurger

I recommend vps, not vpn. I already have enough stores that were suspended and I know from experience the difference.
