Cheap Postage

This isn't necessarily stealth related, but I have a question. I'm constantly getting small first class packages in that have a price of under $2 on the label. What service are people using for this price? I can't find a service that has first class cheaper than $2.84, even for a 1 oz package.

You sure it's regular First Class parcels? The only rate I know of that's under $2 is First Class flats, which doesn't include tracking.
